We have all experienced it. Most of the time wait and see is a good approach, but once in a while you see a seedling where you have to wonder why it isn't dead because the seed shell is totally encasing the leaves.
This year almost all of Cosmonauts have it. Not a one of the other tomatoes have had a single instance of it. There is not a whit of difference between how I handled starting them. In fact they were all started on the same day with the same medium in the same type of pots and the same water. The severity ranges from a shell clutching the tip of a leaf to a shell totally enclosing the leaves and holding on to the stem, and various stages in between.
I have been using a spray bottle on them to no avail. I have put pans of water in their tent to try and increase the humidity. I am thinking that if there has been no movement in the worst cases by the end of the week I shall have to go in with tweezers.
What do you do about it, and how often do you see it?

I had a lot of Ethiopian Brown peppers like that. I just plant enough to cull a lot of the also rans.

nightmist, I just let them be, and most of the time they pop off all by themselves.

Spit! The enzymes from your spit will soften them up so you can pop them off. I wet my fingers and then wet the seed casings where they are attached, let them sit for a few minutes and then try and coax them off.
