Tom saves seeds, he also propagates trees.
Most all of tom's trees go to local reforesting projects and to people I think will promote and propagate more trees.
Most all of tom's seeds go to a few seed banks I have had good experience with.
Janet Abramson is the seed mistress of the Tomatomania seed bank. Tomatomania is a yahoo group chat group.
Robin Marble is getting the lions share of this years seeds for her need4seed (another yahoogroup) seed bank.
Trudi Davidoff's wintersown.org rounds up where my seeds go.
I have no indoors space. I have absolutely no choice about this, a box of seeds has no place to hang out in my little cell. I ferment or dry seeds and they go en mass to a seed bank, no exceptions ever.
If you have a need for seed from me the overwhelming likely hood your gonna get them from Janet, Robin, or Trudi.
Trudi and Robin get me more seeds than I can plant out, I don't seek more save a very few tree seeds for arbor projects. And most years not even those few.
Have I ever been stiffed for seeds? Yes, and if your heart is still aflame from a past swap gone bad, I feel (but do not share) your pain.
For me if I have any point in sharing or charity, I can have no expectation greater than the good women of the Canterbury NH Shaker colony, who continued to plant a vegetable garden that they knew would be robbed because it was their christian duty to provide for others, up till their extreme old age forced them out of the garden altogether.
You may want to rethink what your garden does.

Tom, thanks for the inspiration! I am going through the seeds I saved this summer to donate.
Carry on the tradition. (some are from seeds you donated to me).
